You all have done so much work for our chapter and I appreciate everything you have done.  I would like to congratulate our new incoming board members, Casie Lange, Sam Skogerboe and Kelsi Vander Meiden.  I look forward to working with you as well as our current board members.  We will make this year great!

Government Liaison Corner

House Passes Legislation to Repeal, Replace the ACA

On May 4, the House of Representatives narrowly passed H.R. 1628, the American Health Care Act (AHCA) of 2017. If enacted, the AHCA would effectively repeal and replace many provisions of the Affordable Care Act (ACA). The full text of the bill and its amendments are available on the House’s website. Payroll-related provisions of the AHCA would include:

  • Eliminate the employer and individual mandates

  • Revise employer reporting

  • Require insurer reporting

  • Repeal the Additional Medicare Tax

  • Allow reimbursements for over-the-counter medications

  • Eliminate FSA contribution limits

  • Increase HSA contribution limits

  • Reduce penalties for HSA and MSA distributions

Delay the “Cadillac tax”

Despite passing in the House of Representatives, the AHCA still faces an uncertain future. The bill must be passed by the U.S. Senate and signed into law by President Trump before it can take effect.


IRS Withholding Calculator for Employees

Events – like a change in marital status – during the year may change the exemptions, adjustments, deductions or credits a taxpayer expects to claim on next year’s return. Employees can use the IRS’s online Withholding Calculator to figure and then adjust their withholding by filling out a new Form W-4. Taxpayers who do not have taxes withheld from their pay or don’t have enough tax withheld, may need to make estimated tax payments.


IRS Rejects e-Filed Forms 941, Schedule B Because of Mismatches

The IRS has rejected a significant number of first quarter 2017 electronically filed Forms 941 Schedule B because the total tax liability did not match Form 941, Line 12. The IRS updated Form 941 and Schedule B for the qualified research small business payroll tax credit, which caused the line numbers to change on Form 941. Previously, Form 941, Line 10, had to match Schedule B. 


IRS Announces New Address for Reporting Back Pay and Special Wage Payments

The IRS announced an updated address for the Social Security Administration (SSA) on May 12 ( The new address (below) replaces the address provided on page 2 of Publication 957.

Meeting Minutes


June 22, 2017   5:30 p.m.




The regular meeting of the Central Iowa Chapter of the American Payroll Association was held at The Animal Rescue League of Iowa, 5452 NE 22nd St, Des Moines, Iowa on Thursday, June 22, 2017.


President, Tori Worley called the business meeting to order and introduced our speaker, Debby Haning and Cheri Klyn from Vermeer (filling in for Mike Kraft from Vermeer). Debby and Cheri spoke on cybersecurity.

Government Liaison - Carol Fisher discussed a new web address for the Social Security Administration and some 941’s have been rejected due to line 12 not matching schedule B.


Hospitality - Debby Haning reported there will be no meetings in July or August, but our next meeting will be in September for National Payroll Week. Date and location TBD. Statewide will be October 6 at Prairie Meadows.

NPW/Community Development - Gayla Nesbit thanked everyone who gave to the ARL for our spring community development activity. She reported that the National Payroll Week will be September 4-8 this year and the APA has a survey about getting paid open to everyone with a new prize this year, go to their website for details. National also has a Money Matters curriculum that can be done with high schoolers to inform them about their paychecks.

The 2017 Virtual Congress was held on May 24 & 25. The Virtual Congress is now free for download for all National APA members! Non-members and colleagues can listen to the on-demand education for $254 (which includes a one year membership to the APA). Up to 15 RCHs can be earned!


Our Statewide conference has been set for Friday October 6, 2017, more information to come!
