Letter from the President

Payroll continues to be exciting as ever now with the state that the country is in. Laws are continuing to change and affect how we all do business. I hope that you are all able to keep your social distances and work from home as much as possible.

W-2 season should be over for everyone and I hope everyone was able to submit them on time without any issues!

For those of you who registered or was thinking of attending APA’s Annual Congress, they have recently announced Congress is going Virtual. This may be a good time to try Congress virtually this year. I’m excited to see what is going to be offered online!

IA Workforce Development & the CARES Act

NOTICE: The CARES Act has been signed into law, but those benefits are not yet available and IWD is awaiting further guidance from the U.S. Department of Labor.  IWD is now accepting applications for CARES Act benefits, and those claims will be processed as soon as IWD receives additional guidance.  For those who were previously eligible and have already applied, please continue to file your weekly claim. For those who are self-employed, independent contractors, nonprofit employees, and gig economy workers, or requesting an extension of benefits and are not currently filing weekly claims, please submit your initial application now. You may file a claim here.  If you have already filed a claim, you do not need to take any action at this time. Please continue to check this website daily for updates. IA Dept of Revenue: Semi-Monthly Income Tax Withholding Filers

The Iowa Department of Revenue extends the income tax withholding deposit due date for the period ending March 15, 2020, from March 25, 2020, to  April 10, 2020 through Order 2020-01. This new deadline applies to Iowa residents or other taxpayers doing business in Iowa who remit income tax withholding on a semi-monthly basis. No late-filing or underpayment penalties will be due for qualifying taxpayers who comply with the extended filing and payment deadlines in the order. Interest on unpaid taxes will be due beginning April 11, 2020.



IRS Video Portal: Understanding the 2020 Form W-4

The IRS has a video webinar available on Understanding the 2020 Form W-4 and How to Calculate Withholding. The webinar covers the following:

  • Explaining the reason for the new design of the W-4
  • Explaining Steps 1 through 5 of the 2020 Form W-4
  • Explaining who must use the 2020 Form W-4
  • Illustrating how to complete two of the five worksheets from Publication 15-T.



Redesigned Lock-In Letters 2800C and 2808C coming soon

The Tax Cuts and Job Act of 2017 (TCJA) changed withholding calculations by eliminating allowances, and in response, the IRS redesigned Form W-4, Employee’s Withholding Certificate. The Service is also redesigning the Withholding Compliance Lock-in Letters to reflect these changes.


TCJA Mandated Withholdings

Effective January 1, 2020, TCJA mandated withholding calculations to consider credits, adjustments and deductions to factor a dollar value. The allowance withholding method and the TCJA withholding method use the same tax tables. For now, employers and payroll providers will use the allowance method as directed in the letters they receive to calculate employees’ withholding per pay period. After the lock-in letters redesign is complete, they should follow the new TCJA directions.



IRS Issues Proposed Regulations Updating WH Income Tax Rules

The IRS issued a news release on proposed regulations updating withholding rules. The proposed regulations are designed to accommodate the redesigned Form W-4, Employee's Withholding Certificate, to be used starting in 2020, and the related tables and computational procedures.

The proposed regulations and related guidance do not require employees to furnish a new Form W-4 solely because of the redesign of the Form W-4. Employees who have a Form W-4 on file with their employer from years prior to 2020 generally will continue to have their withholding determined based on that form.


Updated General Instructions for Forms W-2 & W-3 were released by the IRS on Wednesday March 17, 2020.

We recognize this is not the outcome that any of us were planning on and that these are unprecedented times for us all.  However, this decision was made out of deep concern for the health and well-being of our attendees, speakers, vendors and staff.
