Letter from the President

I hope everyone had a Happy National Payroll Week! Thank you to all of you that joined us at the NPW Celebration this week.  I know I enjoyed the new game Gayla put together!  Thank you Gayla for all your hard work!

Please mark your calendar for November 9th.  We will be back at Prairie Meadows again this year!  “Payroll is Timeless” will be our theme.  So start gathering your old payroll items from long ago…more details to come!  I hope to see everyone there!

DOL Updates Potential FUTA Credit Reduction State and Territory for 2018

The U.S. Department of Labor (DOL) has updated its list of potential FUTA credit reduction states for 2018. While California and the Virgin Islands are both listed, the Virgin Islands might be the only state/territory subject to a FUTA credit reduction for 2018. The 2018 determination will be made after November 10, 2018 [DOL, Potential 2018 Federal Unemployment Tax Act (FUTA) Credit Reductions, rev. 7-18-18].


Social Security Trustees Project $132,300 Wage Base for 2019

On June 5, the Board of Trustees of the Social Security Trust Fund issued its annual report on the financial condition of the social security program. The report estimates that the social security wage base will be $132,300 in 2019 (up from $128,400 this year).

IRS Proposes Regulations to Increase Number of Electronically Filed Information Returns

The IRS proposed regulations that would require all information returns, regardless of type, be taken into account to determine whether a business meets the 250-return threshold that determines whether information returns must be filed electronically. [83 F.R. 24948, 5-31-18] Electronic filing of correction information returns would be required if a business is required to electronically file information returns.


APA Comments on the Preliminary 2019 Draft Form W-4 and Instructions

On July 3, APA submitted detailed comments to the IRS on the preliminary draft 2019 Form W-4, Employee’s Withholding Allowance Certificate, and the related instructions. APA identified several concerns, provided an analysis of the instructions for specific lines, and offered recommendations to improve the form and instructions. The draft Form W-4 has been substantially revised to comply with the Tax Cuts and Jobs Act (TCJA; Pub. L. 115-97). APA has also asked the IRS to publish the final version no later than the end of August so that there is sufficient time to upgrade software systems and payroll processes.


IRS urges W-2 wage earners to complete a Paycheck Checkup ASAP

The IRS urges everyone who works as an employee and has income from other sources to perform a Paycheck Checkup. This includes income from sharing economy activities, interest, dividends, self-employment, capital gains, or prizes and awards.

A Paycheck Checkup (IRS Withholding Calculator or Publication 505) can help tax payers avoid receiving a lower refund, an unexpected tax bill or underpayment penalty when filing a tax return next year. This is especially important in 2018 due to tax changes taking effect this year.

Meeting Minutes

September 6, 2018   5:30 p.m.

The regular meeting of the Central Iowa Chapter of the American Payroll Association was held at the Cub Club at Principal Park in Des Moines, Iowa on Thursday, September 6, 2018. We held a National Payroll Week celebration by completing fun fact trivia and playing Jeopardy.

President, Tori Worley, called the business meeting to order at 5:30p.m. 

After the meal was served, the officers were introduced.

Hospitality – Debby Haning reported our next meeting is on December 14th and Kristy Maitre will be speaking about year-end. She also reported that the annual Statewide conference will be held on November 9 at Prairie Meadows.

Education – Ellen Stahl – RCH credits will be sent out by email once available.

Newsletter- Angela Alsum – September 8 is the deadline for newsletter submissions.

NPW/Community Development - Gayla Nesbit – No report.

Government Liaison, Carol Fisher – absent – Tori Worley reported that the IRS sent out a notice indicating that 1/3 of workers will have under-withheld taxes in 2018. You should encourage your employees to use the IRS withholding calculator.

Membership, Sam Skogerboe – Active members = 122; National members = 59. We need a 51% national membership to maintain our status with APA. We are at 48%.

Nominations, Cheri Klyn – introduced our new Education Chair, Ellen Stahl, who was voted on in August to replace Kelsi Vander Meiden

Life changes –None reported

No changes to last meeting’s minutes and no new business
